Thanks for the responses. I've looked many times on the app and on the PC, Googled it, and couldn't find anything other than it seems to be only given to random users. Looks like it's similar on another forum. I either wasn't lucky or didn't get it yet. Shame, since I would have saved $10 on an auction from last night, but it's not the end of the world.

I'm a little late chiming in, but it seems Ebay is selective at times with their offers. Several of their 8% and 10% offers have been by invitation only lately. I don't know how they go about selecting who gets it or not though.
