1998-99 and 1999-00 upper deck short print questions!!!

I am looking at buying some sets I had lost to a flood several years ago and everything was going good until I started looking for 1998-99 and 1999-00 upper deck sets, I found a guy that has the sets but wants quite a bit for them because of the short prints. A friend originally gave me most of the set and I can't remember having any trouble completing it back in the day, so my questions are; What cards are short prints? How rare are they? Is there a database I can go to check if/when this happens again?
 
Beckett actually carries a decent description, no price guide needed for this info:

1998-99
The 1998-99 Upper Deck set was issued in two series of 210 cards each for a total of 420 cards and was distributed in 10-card packs with a suggested retail price of $2.49. The fronts feature a color action player photo with player information on the backs. Series 1 contains the following subsets: Star Rookies, Rookie Rewind, and three Checklist cards. Series 2 contains the subset Program of Excellence which consists of the top Canadian prospects, eight Calder Candidates, and three Checklist cards.


1999-00
Upper Deck was released as a 335-card two series set with 270 regular issue cards and 65 short prints. Series one is comprised of 135 regular cards and 35 short prints (Star Power and Young Guns) for a total of 170 cards, and series two was comprised of 135 regular cards and 30 short prints (Prospects 2000) for a total of 165 cards.

Shortprints from both sets are easily available. So, no, they should not be expensive to get. If the guy is asking much for them, I'd pass.

There aren't any huge rookies in either set SP's, so you shouldn't have an issue getting either for a good price. As mentioned, walk away if they are asking more than what seems reasonable.
