99/00 Upper Deck base set variations?

I was going about putting some of my Zhamnov doubles into the books today and I came across a printing error or variation for 99-00 Upper Deck. For demonstration (forgive my scanner) I have scanned 3 different cards:

The one on the left is the new one I am posting about. The center card is the regular one, and the one on the right is the Gold Reserve.

The variation has a light blue border on the bottom, compared to the dark blue of the regular one. It also has the same gold-foil damage in the same place as the regular one. I have another regular and it has the damage in that same place also. Overall the photo is slightly brighter on this strange card. Another difference is that the R below the Upper Deck logo is a cleaner stamp as compared to the base and the GR.

Now to look at the backs:

The blue background is the same on both cards or pretty close. The gray printing around the position and the stats/ bio on the variation is brighter. You can't tell by looking at the stats, but the part with the name is what stands out. Its is probably hard to make out, but if you look at the NHLPA logo, near its R you see a J there, but its not a J. It is actually a gold foil spec, and there are a couple more that may look like dust in the scan. There is also an ink blot on the back, but that may be coincidence.

So my question is if this is just a production error or is there a different release that had lighter blue on the front than the normal cards?

In case you are wondering, I got this in a 20 card lot, and there is no other cards in that (from different sets) that are different in any way from the others I already have.
