I placed an offer on a card, not one I really needed, but just to see if I could get a good deal. Our good buddy qenforcers wanted it more and hit the BIN. My question, how is it that I can see who the buyer was?
Did Ebay change their policy?

I think it's a glitch. I noticed it on a couple of items that ended with BIN as well. That seems to be the only case when that happens.
