Did the MSRP on the Panini All-Goalies Set Go UP?

Just wondering if there was an official mention of the MSRP going up on the All-Goalies Set. In the Knight's Lance back in April they said it would be $19.99, now I see it on eBay for anywhere between $19.99 and $35.74, with the average price being around $25. Is that normal for it to change? Did they add more to it?
