Did USPS int'l shipping rates drop (slightly)?

I noticed this last week on an item I shipped to Canada. My 2oz package, which has cost $6.16 since last January 2013 dropped to $5.55. It only happened once, and I had to submit about 3x because there was some kind of error with the server but it finally went through. Since last week though, I've probably shipped about 20-30 other packges to Canada and they were all $6.16 each. Well, I'm sending some stuff out and earlier today it was $6.16 for a 2oz bubbler until about an hour ago, all my 2oz packages to Canada went back down to $5.55 per:

Not sure what the deal is. This one in the screenshot is to BC and I just printed another one to QC for the same $5.55 rate too. Did USPS drop the price? They would have announced it. Still a very high rate (double what they used to be) but I'll take the 50c savings I suppose.
 
It is part of the new features with lower costs to power sellers I believe. I have been paying $5.55 for about a month now and lowered my shipping from $7.99 flat rate to $6.99 flat rate accordingly.
 
As a top rated seller ,
My last 2 shipments to Canada were $5.55
Also Ebay discounted my FV Fees by almost 20%
