Just how rare is the Howe in Legends?

Hey Guys is it really that rare? I can't find one on ebay anywhere and a guy in town has one for $200 cdn. is that a good price? Is this one gonna skyrocket? it looks to be a SSP.

There was one ended on eBay a little while ago that closed at $182 - $200 CDN would seem an excellent price.
