Not everyone had one done in 15-16, it became prevalent in 16-17 and beyond. I'm not sure but it was also believed that it wasn't needed to sell more product. It may have also come along later in the process of obtaining the cards. Given how many of the FWA were redemptions or were fairly tough to find in general - See Max Domi and Jordan Weal to a lesser extent - probably didn't make sense to add to it after the fact when it may have been already done.
