My package from COMC has DHL REPACKED tape around it

I've sent a message to COMC already. I haven't opened it yet. The packing list pouch has been cut and the packing list is missing.

Has anyone encountered this before? How does COMC handle it if it is missing?

One potential issue is that I had requested my declined cards come back. There are 164 of them and they were not listed out.

Please let me know how your experience has been with this. I'm sort of nervous.
 
If you have the ability just open it on video. I do this with many packages. That way it shows the package how it arrived and then what’s in it when you open.
 
It might be the ridiculous new partnership the USPS has with private carriers.

Not aware of this, what has changed? I have noticed my tracking updates happen randomly with a way different time then when it updates. (i.e. at 2am it says it arrived at 2pm)
 
I don't know the entirety of it. All I know is that stuff coming to me from the USA goes to some export center in the US, gets "repackaged" which is often just an extra big bubble mailer around the box, and then shipped to me through Canada Post.

I know DHL (as well as Fedex and UPS) uses USPS as a last mile courier for DHL packages for zip codes DHL doesn't ship to. I wasn't aware USPS is using DHL to ship packages for them.
 
Update:

I did take pictures before opening and sent it to COMC. They said it is not uncommon for their packages to be opened at the border, and that I should go ahead an open it. Still seemed odd that the packing slip was missing. You would think that they would at least put it back and re-seal the pouch.

I took photos as I was opening the box. There were 2 boxes in there and then a few slabbed cards on the side and a single card in a top loader. My heart sank. I figured somebody had rummaged through it more than a general check of contents.

Opened one of the boxes, and there was 2 smaller boxes. Opened the other box and there was another 2 smaller boxes. Felt like I was opening Babushka dolls.

In the end, I went through my shipment request list and everything was there. So a big sigh of relief.

Although while going through my stack of declined cards, I couldn't figure out why some got returned. No obvious flaw. Not sure how they qualify the cards.
 
So I get a letter in the mail today from DHL saying I owe GST on my cards that I got from COMC. I've messaged customer service, but is this going to be typical of packages from COMC?

They're asking for you to pay tax on a package that was delivered awhile ago? That seems strange
 
did you choose the option to pay duties later when requesting shipment? Perhaps it's duties and not GST?

You are only required to pay the appropriate federal/provincial taxes of your province where the item is received. No "duties". :) When and where those are collected can vary based on various circumstances.

DHL could be claiming a "customs brokerage fee" for declaring the value to the CBSA (who then calculated said PST and GST, or HST).
