Need an info concerning taxes rule on ebay sales

Bought a card on ebay, and now the guy is asking for taxes but we don't live in the same province, can he do that??? It wasn't stipulated anywhere in his auction that I had to pay the taxes.

He should have that clearly stated on his auctions. However it is correct that there are taxes you pay nationally versus provincially.
