New eBay Shipping Envelopes

Hey all. I am planning to add the new economy shipping to my items under $20 but am a bit confused about the type of "envelope" that is allowed and where to get them. I have received a few items in the mail in cardboardish, oversized envelopes. Does anyone have any info on this since the eBay explanations seem confusing.

Sent about 15 so far with no problem. Tracking is a bit different, had one buyer freaking out about a $5 card that tracking showed delivered a day early. They went on & on about the tracking & left a positive feedback & said item arrived safe but said they wouldn't but from me again.

All of these did weigh 3 ounces with the heavier stock so the postage was .96 cents & 3 ounces is the limit. A lot of people are sending with a plain white envelope but I'm not comfortable sending in a PWE.

Considering doing this. Sorry to jack the thread, but can you use bubble mailers with this? I’ve been sending bubble mailers as large envelopes, so I wouldn’t imagine it’d be an issue. Have a ton of those and would rather not buy more stuff I don’t need to.
 
I have also bought the "chipboard" envelopes, and have had good luck with them. The price eBay sells them for was under Staples and others so I went with them.

As far as padded envelopes go, the answer would be no, they would be too thick per the rules. I know some others using a PWE envelope, so be careful what they are using.

No bubble mailers - package must be less than 1/4" thick and no bubbles usually fit.
 
So as a buyer on eBay, does this mean more practical shipping fees might be coming? $20-40usd to ship to Canada kills my hobby purchases.
 
I bought a slabbed card for approx $10 and the seller used the new shipping method to send the card. Unfortunately, the card arrived with the slab cracked on the top and bottom and the envelope was all chewed up. He was a volume seller trying out the new shipping and I let him know that it was probably not a good idea to send thick cards as the rollers on the sorting machines would chew them up.

He was breaking the rules already.
The package needs to be less than 1/4" thick.
There was no chance that it was going to go well.
