Former government employee faces charges after billing $185,000 in hockey cards to corporate credit cards
TORONTO, Jan. 6 /CNW/ - The Royal Canadian Mounted Police GTA Commercial
Crime Section yesterday charged a former Measurement Canada Ontario Director
with 11 Criminal Code offences related to fraudulent use of government credit
cards.
In January 2004, a complaint was received from Measurement Canada, an
agency of Industry Canada. The complaint alleged that a former employee, while
Director for the Ontario Region of Industry/Measurement Canada, fraudulently
used government credit cards for unauthorized purchases totaling approximately
$185,000.00. It is alleged the individual used the credit card numbers of some
of his subordinates at six businesses in the Southern Ontario Region to
purchase hockey cards for a total cost in excess of $185,000.00. The purchases
were made under the guise of awards and/or office supplies, however closer
examination of the purchases and evidence obtained during the investigation
indicate the purchases were for a personal collection.
The Director position is responsible for four districts (Markham, London,
Hamilton and Belleville), each with a District Manager and a total of about 90
employees.

Donald Billing, 47, of Barrie, On. is charged with:
- One Count - Breach of Trust, Section 122 of the Criminal Code.
- Nine Counts - Fraud over $5,000, Section 380(1) of the Criminal Code.
- One Count - Fraud under $5,000, Section 380(1) of the Criminal Code.

He is scheduled to appear in court in Newmarket on Feb. 11, 2005.

Before I moved to Canada, I was an administrative assistant with my local county jail in the U.S. One of my duties was to pay the Visa bills each month for the extradition deputies. On one occasion, a charge for $18 and some change appeared on one of the statements from a local pharmacy. I immediately knew that the deputy had mistakenly given his Sheriff's Office card, and I got payment from him to submit with the payment request to our accounts payable department. Still, when I told the Captain what happened (he had to sign the payment requests), he blew a gasket even though I'd already gotten the situation corrected.

I can't imagine how that huge amount of spending happened! One local deputy makes an honest mistake because his employment issued card looks just like his AT&T Universal Visa, and gets reprimanded. Someone else charges $185,000...just wow.

I hear of these types of, "accounting mistakes!" Quite often! :eek:

For me to use the Fed Card for anything other than what I'm allowed to purchase. My head would roll if I attempted to submit these types of invoices! Office supplies, my lily white behind... :eek:

We must all remember that the National Gun Registry is over the CAD $1 Billion mark! As well, it still doesn't function in the manner as it was designed to! :confused:

I'm of the mind to get a plumber to go to Parliament Hill and attach the Super sized chain of all ages to side. This is so at least we can have an opportunity as tax payers to help in the Flushing of our money down the eternal pit that is the Liberal Party of Canada!

Wow, and not a single mention of what cards he bought....probably all the little ones I have been looking for, LOL.

Might be worth a trip to Ontario for THAT government auction ;)

I found out today I'm not allowed to collect the points when I get gas in company vehicles. Apparently they want me to let the points go to waste :|
 
Maybe we should investigate the Chineese method of correction! If found guilty of embezalment, the penality is DEATH!!! But then again, if that was our policy, who would run the country?????
