That's only if its out of the country. Shipping in the US is $3.50

Yeah but 19 out of the country come on? I've receieved a 7 dvd box set and the shipping only cost 15 box from china, and this card ways about fifty times less...

When I ship internationally if I want it insured it costs at least $19 exactly every time, meaning if I ask them how much they have told me $19, not sure why but thats the exact amount they told me. So he probably requires insurance for international shipping and makes sure of it by charging that much.

When you're hesitant about shipping worldwide, just ask your bidders to pay $5 for Global Priority. It's fast and one of the safest ways to send. I don't get it why sellers don't ship worldwide as long as the bidders are willing to pay for the extra shipping. After all, you're blocking out an enormous amount of bidders by refusing to ship outside of the US.
