There is a market, but it is very niche. Topps has digital trading card apps, and some of the "cards" can generate money. They have base sets with tons of parallels, insert sets, some even have "autos". And many have "print runs", so naturally the lower runs can fetch some real money. My use of double quotes is not derogatory--I have the Marvel, hockey, Disney, and Star Wars apps and have sold some "cards" a few times (and made a small profit).
Panini is taking it a step further and making it sound fancier with blockchain thrown in. At the end of the day, it is a bunch of pixels.
I don't know the market for the Panini stuff, but $400 sounds like a very high entry point for an unproven platform.
