I wonder actually if that's the USPS's export center. There are several large depots which aggregate international shipments and then send them on to major postal depots in the recipient country. I have one incoming from Colorado which just reached the export center in LA.

If you go to the website, psacard.com, and register for the year ( I think the cost is only $100 for the year subscription), the step by step is quite simple. If you have any specific questions about the process, feel free to send me a PM and I should be able to help!
Apparently, the NJ location is more to authenticate memorabilia?? but just not sure why my package ended up there (over 20 submissions now) and this is a first. Anyway, looks like is trekking its way as per usual timeline so that's good. See you at the expo, Quincy!
