Question regarding PayPal. Re: new seller

Anybody know how this works? I'm a new seller apparently. It says it'll take up to 21 days for the funds to be available. There are 3 steps 1) complete 5 transactions without issues. 2) get $150 in goods and services. 3) wait 60 days after your first sale.
Do I have to wait for all three steps to be completed or is it just 1 of the 3?

I've sold a couple things on ebay recently but until then, I haven't sold in several years. I had the same issue. I actually got my money in less than 21 days and I only sold 4 items (3 to the same buyer). It seemed to me that I got the money when the buyer left positive feedback.

I've had quick + feedback and still took another week or more for the $ to clear. I'll be glad when the restrictions are gone but I understand why they do it
