Sellers can no longer open cases on ebay???

Someone please correct me if I'm wrong but I thought I saw this new rule somewhere. Checked my email/ebay messages, etc. had no luck.

Was it just me or is this really happening?

Sorry I wasn't being clear enough.

Thought I read about something about sellers can no longer open an unpaid item case against a buyer who doesn't pay. Beginning in October buyers will have to open the case.

that doesn't make sense. Why would a buyer open an unpaid item case?

The only update to the user agreement is in regards to arbitration, which seems to be an attempt to derail class-actions against eBay.
