According to the USPS, what are the dimensions for shipping a card via a thick envelope?

A thick envelope can't be thicker than 0.25" IIRC. So, basically, a standard top loader or two thick. After that, they start considering it a package and rates skyrocket.

I’m shipping one touch magnetics. That means it’s a package? With something this close to a thick envelope, does the USPS actually measure the item?
