U.S. Shippers- Registered mailing question

I just came from the Post office in a failed attempt to send something registered. In the past I have put a bubble envelope inside a regular envelope and I was fine. Today I was not allowed to use this method. How do you send registered?

I go with a bubble mailer inside of a manilla envelope - just remember that you cannot have any plastic tape - you can only use the paper tape they have at the post office. I just bring it in open and then either tape it up myself or have them do it.
