Urgent Help Needed to BLOCK eBay members < 5 feedback

I have one of the highest $ and most-watched auctions I've ever done ending on Sunday night, but I seem to have two ******** users trying to f*ck with the auction flow.

This guy. Blocked him, so he re-registered?

And this other guy, who I want to possibly block as well.

eBay site preferences don't seem to offer much help? I can't checkmark the lower box without also checking the upper? And the upper sounds like it would block good bidders as well?

Is there really no easy way to block a low feedback user?

I thought there used to be a way to force anyone less than like 50 feedback to contact you before they can put in a bid. I don't recall how to do it, though.
