USPS/CP returned mail that had correct address!

I mailed an item from Canada to New York in early August, only to have it returned to me "undeliverable as addressed". I showed the buyer the returned item sticker and the address I had printed onto the envelope prior to sending. He says it is perfect (even includes the 9-digit xxxxx-yyyy USA zip code!) and it was his PayPal confirmed address. Do we have to pay postage to re-mail this item? Buyer says he will pay shipping (again) but it seems unfair that he (or me) should have to incur the cost again. We're talking $0.99 items where the shipping was more than the items he won. What to do?
 
Resolved. Clerk at local PO charge me $2.20 as if CANADA shipment and not $3.80 for USA shipment. I had to pay postage again. :(
 
I recently had something happen. However, it was the other way around. Now, the person who I bought the card for has not responded on here so I have a $200+ card sitting on my desk and no idea what/if that was the buyer's correct address!
