when an item really doesn't arrive?

I was looking at open 'trades' and 'purchases' this morning and I have 1 on eBay that I haven't received yet... except that it says it was delivered... with tracking!?!?! It says it was delivered on the 14th, it's only my wife and I with me getting the mail every day and I've not received a package... It's a graded card for my 80-81 Topps PSA 9 set, so it's not something I'm looking to re-sell, etc.

I've contacted the seller, but am unsure where to go from here...

Any help is appreciated!

First things first, follow up with your neighbours and the Post Office. It could be that the item was listed as delivered before it was even sent out for delivery.

I've contacted the PO and started a 'case' with them. None of the neighbors have said anything and it was 'delivered' last Thursday... I haven't asked specifically, so I'll have to try that over the next couple of days...
