It is an old enough product that should still be listed in the UD database. If you have a Beckett ID, their checklists are pretty good, too.

I have bought a lot of product over the years and never bought some sets since availability was scarce…that and zero funds. Those promo sheets are often wrong as that is the wishlist for the product, or intended plan. The production, with signatures and quantities do fluctuate from promo to production. It has been too long to remember if it was produced without looking it up.

Best I know is the 98-99 spx top prospects. This sheet seems so off, but who knows! Nothing is right with the description, which is why I kinda like it
 
Seems like a set that was never released. Can't remember ever seeing a card from such set. 1998-99 had SP Authentic, SPx Top Prospects, and SPx Finite but no SP Top Prospects. Looking at the sheet, sure would've been an interesting set.

Seems like a set they planned on, then decided to scrap it and make SP Authentic and SPx Top Prospects instead, because that sounds quite on the nose for what that could have been.
 
I'm pretty sure it was a set that was in the planning stages/mock ups but never came to fruition. I believe there was a story about the set in a Beckett issue back then. I think it was even tied into a write up that Beckett did on the production process at Upper Deck.
