Whats the deal with Joe Coborne?

I'm totally lost on this one. I found these two cards while searching ebay.

Now Colborne hasn't played a game in the NHL, so how does he have this NHL card? Arn't companies supposed to wait until they make their NHL debut before making an NHL card of them? I'm lost, unless he got dressed and sat on the bench the entire game.

Yeah doesn't make much sense to me. Colborne was the man at DU. I will definitely be picking up a few of his nicer rc's, either this year or next.
