Where were 1990-91 Bowman/Topps TIFFANY sets distributed?

All I know is that the Tiffany cards were only sold as factory sets and limited to 3000 sets per series (Bowman and Topps). Can't find any answers searching the internet.

Were they ACTUAL exclusive to a store or through mail-order?

There are a bunch being sold on Ebay all the time. I've attached a pic of what the boxes look like.

Any vendor/retailer on this site that was active in the 90's that can confirm?

My guess is that the Tiffany sets were simply 'special' sets that retailers could order from Topps (no different than ordering anything else) to sell at any retail store or as a vendor at conventions.

Having these sets as an exclusive to a store, or as a direct mail-order by customers, seems like a stretch.

Any thoughts?
 
You could order them in the same manner as the Hobby Factory sets - either through a distributor or directly from the manufacturer if you were a store.
