why do these players not have a 2012-13 base card?

Was looking up base cards from 2012-13 and saw that the following players do not have a card. Does anyone know why they do not have one?

Double rookie class. That and the small sizes of base sets in general in basketball. There just isn't much appetite for a large base set in a league where at a given time, there might be just over 300 players in the entire league. There's no history for an O-Pee-Chee type set where you can get full rosters for basketball.

There were the old Star sets in the 80s - but they were issued in team or themed sets. Never in pack form. And if you look at the bulk of basketball collecting - it pretty much is primarily Player oriented - ie. stars and better
