another ebay problem/question

i recently had a strange encounter on ebay. i was bidding on a very nice rookie i needed. within the last hour i was outbid 3 by the same bidder, nothing strange i've been in bidding wars before. i finally reached my limit and stopped bidding. about 20 mins after the auction ended i recieved a second chance offer, with a message saying the original winner emailed saying he couldn't aford the card so he offered it to me. so i checked the winners bid history 20 feedback, 59 total bids, only 3% were with this seller but heres the part i found strange 13 bid retractions on 59 bids. am i being paranoid or does sound like a guy running up the price of his cards, and if so what should i do tell the guy to stick it, buy the card, or make him a lower counter offer. i'm strictly a buyer on ebay and have never encountered anything like this before, so any advice would be greatly appreciated.

20 minutes would be too soon. If I ever get myself in a spot where I can't afford something I bought, I'll do what I can to wait long enough for payday. So like if the second chance offer came a week later, that would make sense, but not right away.
 
Sounds like shill bidding to me. To drive up their profit/price on the card in the last moments. Hard to prove now with the way Ebay protects bidder/seller info.

Yeah, that happens a lot on Ebay, I would be carefull with this item.
