Because this is how developers defray their production costs. Hey, consoles! Do you want a Batman costume and game feature exclusive to YOUR system? We're making it anyway - you pony up the dosh and it's yours.
Not materially different than retail/hobby releases for wax, or chain-specific releases for toys.
I understand from a business perspective why they do it. Hell, Microsoft wooed Harmonix into releasing Rock Band 2 for 360 a full TWO MONTHS before the PS3 release. It's just annoying is all. I don't find retail/hobby exclusive inserts and chain-specific releases as annoying simply because the content is still available to me in some form, even if I have to jump an extra hurdle to get there (ie. eBay.) I take a bit of issue when the content is available, and I just can't have it because I don't own the system / didn't buy it for the "right" system. I wouldn't even care if the content was free on one system and paid DLC for the other...cause again, the content is still available even with the extra hoop.
