I think you did the right thing. It sounds to me like this guy was preparing to rip you off. Now that you have refunded his money and he needs to re-send with a confirmed address, he wants to back out. Why else would he not just re-send? Good on ya bud! I would have done the same. Cheers

UPDATE:
I threatened the buyer with a no paying bidder rebuttal and apparently worked. He started to understand where I was coming from as a seller of a high end item. He paid with a confirmed address last night. I'm a happy camper.

just make sure you send it 'registered / return receipt' you may need
that signature.

i sent it express mail. i needed to insure it for a substantial amount plus have tracking ability....

I'm not honestly sure I'd want to complete the transaction with the tool. Cover your arse with tracking and signature (if item is over $250 it is required for paypal coverage) and pray he doesn't try going the "other" route to scam you.
