Advise needed on ebay/paypal issue

O.K long story short...

I won a box of 06-07 ITG Ult. from a seller (Evannocent) on ebay, waited a close to a month before opening a paypal claim. I received an answer from paypal on Sat. saying I won my dispute and they got back $15.80 of my $340.99
He has 8 neg's now as I believe this was all a scam (all were boxes not received).

Paypal say's that the money owing goes to a collection agency (but don't hold your breath)
Police say they won't get involved because of the amount and he is from Quebec.
So I will be contacting the Quebec Police and see what they say.

So my question to everyone/ anyone would be what do I do next? (if anything)

that happened to me once but it was for a card...i got back like $20 out of $130...but then in like couple weeks i got the rest back from paypal...

eBay buyer protection should take care of you - LESS a nominal administration fee. Check it out. I know that I got ripped on a box and eBay was the one who refunded my cash because the seller didn't take paypal.

Good luck and I hope that you get your cash back. If not, you and the other buyers should make a road trip.

was there no buyer protection when you purchased? if you used a credit card, pursue a refund that way
