It is by invite only. It has to show up on your My eBay page for you to be eligible. That's what it states in the terms and no forwarding.

It shows up on my workplace's ebay account, but not on my own.

eBay bucks coupons go out quarterly....usually the 3rd day of January, April, July, and October. Since they've started having all of these coupon deals, they don't tend to have any during those eBay bucks coupon months. I would expect to start seeing some soon now that it's February. They seem to ramp up as we get closer to the quarter end.

WOW did they ramp it up towards the end of the year! November and December was loaded with nearly weekly coupons.

Where do people come up with this stuff? There is absolutely no way to determine when eBay will have a sitewide sale. It's entirely random and there is no advance warning. Here have been the sale dates for 2018. As far as I know, 2018 is the first time they've rolled out a sitewide sale (that wasn't by invite/email only):

I would not hold off on a purchase in anticipation that there will be a sale at some point in the near future.

Looks like your dates corroborate exactly what I had said above. Besides the 15% and 20% off deals, there were a ton of 8-10% eBay bucks deals in the mix as well. Nothing in January, April, July, or October. More deals available in March, June, September, and December. Hopefully they keep this rolling this year.

I noticed this too. I was hoping for some great deals to bring in the New Year with once we hit 2019. Hoping they come up soon now that Valetines Day is quickly approaching? Who knows.
