I made a purchase of a ebay saler back in 13/09/13 and I have not received it, do you think I should wait a little longer or should I open a case with ebay for item not received?

Where is the item coming from? Living in the United States, every once in a while it seems to take an order from Canada about a month to reach me. It's not common, but it happens.
As far as action, I would always contact the seller before opening a case. Just a simple "Hey, I haven't received this item yet and was hoping you might be able to give me a status update." While my experiences with this situation are few, the seller has always been eager to fix the situation.

Communication is always the first step in every transaction that has issues. As you know mail coming here to NL is slow it is likely just an postal issues. Also check out other transactions from the seller around the same time, see if anyone has left feedback. If the seller do not respond I would then open a case. If you paid by paypal keep an eye on your time to open a claim, don't want to miss the date. If not received by that deadline date then open it regardless of what the seller says you can always close it or repay. There are a lot of ebay members here, might even be a member here.

the card is comeing from Ontario Canada. I messaged the saler and here is the message I got back.
Hey I'm so sorry . No I have not shipped the card yet I promise I will by the end of the week.
My father passed away a couple weeks ago so been kinda busy and just forgot . I'm sorry again . Hope you understand .
