Unfortunately, it doesn't look like it. Here is a quote from the blog regarding the redemption program:

"This bonus card program is limited to individuals who are legal residents of the fifty (50) United States and the provinces and territories of Canada (excluding Quebec) who have reached the age of majority in their jurisdiction of residence and who are at least eighteen (18) years old at the time of submission."

That’s due to provincial gambling laws I guess - nothing Upper Deck can do about it… but yeah, makes for a rather eye rolling exclusion. Lol
