I think its a toss up between the two of them, although Phelps is understandably huge in the US. All Bolt has for collectibles is an SI for Kids card though, so its tough to compare on that front.
 
He has an insert in an older football set too (can't remember year, 2000ish era though), it booked at around 3 bucks 2-3 weeks ago. A couple days after he won a couple golds it went to 8 bucks. After the Olympics the card books at 80 bucks. These are BV's though by "the other site", but it just goes to show what those olympic medals do to the value of a card XD.

So umm.. when 2010 goes by I'm hoping some of those guys on Team Canada have trained for figure skating, skiing, snowboarding etc etc :D

While I think what Phelps did is absolutely amazing, I have to say Usain Bolt is 10x more impressive, at least to me. There are roughly 6 billion people in the world who can run. And, probably 20 billion people in human history who could run. And of all those people, no one could run 100 Metres faster than Usain Bolt.....and he basically jogged the last 20.
