Cutting panels?

If cutting it I would use some type of paper cutter if you have access to one, if not I would actually leave it in its original state and purchase the correct size toploader to hold and display it.

Some industrial companies own laser guided cutters (had to explain this to a formerly prominent member who thought it would be great to make fun of people who called it a “laser cutter”). You set the dimensions of the cards, lay it down on a grid, it does the measurements by laser and the cutter does the rest. This is mostly how people take uncut sheets and cut them and submit to BGS for grading do it. If you know someone who has one, that's the way to go.
