First off I have horrible luck in everything I do so that's why I'm not ripping it lol. I'm scared looking at it I think I'm gonna snap and rip it lol. I'm looking to move it for 20$ shipped inside the US.

Could be an insert or an autograph. I remember those from 1997.

i ripped the one i had, it had an epix tatar in it

You get mostly Epix non-memorabilia cards, but can also get RC parallels: 141-185 are autos /99, 186-210 are non-autos /199 (as opposed to the regular RC 141-185 non-auto /999 and 186-210 auto /199) and also Donruss Elite Autographs 211-230(?) /99 and National Treasures Autographs /99. All are found in DTT packs only, I think.
