Does the CFL have a drug policy

How do the Rights go with each player. Are they actually selected by CFL teams and the rights remain with them always.

The CFL has a draft and they can place players who haven't been drafted on their negotiation list, in order to obtain their rights. That's what was done in Williams case. Not sure about Smith and his situation.
 
Nah, there is a cap on the number of players on the list I think, so they don't usually add guys unless they think they are available. Ricky Williams was added right around when news of his positive drug test turned up.
 
The negotiation list is about 10-12 guys long - It's for non-Canadians who teams potentially think might be available - they're usually filled with guys who are college jrs. and srs. who will come out at some point and might come up to Canada at some point. It gives them exclusive rights to negotiate with that player if he looks to get into the CFL.
 
thank you very much for clearing this up. We get the story on why Ricky Williams and smith ended up going to the CFL but never why and the procedures and such
