Dumb BGS question

I noticed last night that a bunch of BGS cards on ebay are missing the sub grades. Is this something they do now for cards graded 8 or less?
 
Some of the old labels had the subgrades on the back. Or are these newer cards? Do you have an example of an auction with the "new" labels?
 
Ughh...don't like this. Just seems like a way for Beckett to start offering the subgrade service as a more expensive "premium" service.
 
I don't see anywhere on the BGS submission form to select this service. The lowest service level is the non-guaranteed and the rules state the subgrades will not be provided only if the grade is an 8 or less. Has anyone here used this service, and can share any feedback?

Non-Guaranteed Service Levels- This service level is not valid on any cards that are valued more than $500 (ungraded, high Beckett book value). This service level will not provide sub grades on modern cards (1981 and newer) that are deemed to receive a grade of 8 and below. Sub grades may be obtained for these cards at an additional cost. This service level does not offer a guaranteed turnaround but will provide an estimated date of return in the range of 20-60 business days .
