eBay feedback

Does anyone know if the new feedback policy has gone into effect? I have had a horrible dealing with a eBay user but they have threatened that if I leave feedback that is neutral or negative that they will leave on too.

I know their new policy was to protect buyers from this but any help would be great.

I made the mistake of thinking it was already in effect 2 weeks ago by leaving a negative for some jerk who stopped replying to my requests for a refund. I was the buyer and thought I was protected from a negative until He/She hit me back with my first and only negative in retaliation. I would wait until you hear something definitive. Good luck.
