Ebay help and reference!

Was wondering if anyone has ever delt with firebat87. Purchased an item from him in February and have been in contact since regarding said item. Keep getting told that item was sent with confirmation of delivery and that he would get me the number as the item has yet to arrive.

Now after being offered a refund weeks ago and told up till yesterday that he would find the confirmation number for me he has had a change of heart. I requested the number on last time stating I would contact ebay if he could not help me.
Answer was OK sounds good.

How do I go about reporting this individual to ebay?

And please people, don't jump down my throat like my last thread regarding leaving neutral feedback, cause this individual will be getting negative!!!

If you paid with paypal, there's a link to reporting that you did not receive the item. They will open a log and both parties have a chance to respond. If the seller doesn't respond, they automatically grant the refund. Takes 2 weeks and longer for the process.
I think there may be a link to not receiving an item with ebay, but I honestly don't know what it is. Look in the buyer resources area.
