ebay shipping

I purchased this card a while back and the seller agreeded to refund me the cost of the shipping, but he is telling me now that the only way he can do it is I have to leave him feedback first because ebay has a hold on the money till I leave him good feedback.

is all this because he is a new seller or is he trying to pull a fast one?

The seller is a new ebay seller, so ebay is holding is money for 21 days or until a positive feedback has been left. this is a new ebay policy since last year.
