Graded Set Questions For Collectors

I am building some vintage sets, all cards graded by PSA and on the PSA Set Registry. My question for vintage collectors is this; do you, or would you stay away from cards that have a "qualifier" like OC? For instance none of the cards I bought for the sets have any qualifiers, but one specific single from the 1957/58 Topps set is very tough to find graded a PSA 7 or higher, and when you do find them in a 7 or 8, they sell for HUGE money even though it's not a superstar. But, I found one that is beautiful, it is graded PSA 9 (OC), but I cannot see why it was graded OC. The centering really isn't that bad, and its actually better then all the cards I have seen graded a 6 or 7 without a qualifier. Now, there is only a scan of the front of the cards so the centering on the back may be pretty bad, but the front of the card looks great, the corners and surface and everything else look great, and this 9 OC is available on a Buy It Now for way less then even a regular 7 sells for. So, if you were building this set, would you go ahead and accept a 9 (OC), or would you stick to just cards without qualifiers?

I thought an oc qualifier was the equivalent of a -2 to the grade. If that is correct, buy your card, submit for reg.rade with no qualifier and you will have your 7

True, but then I have to break it out of the holder and pay for shipping and regrading, with no guarantee of what grade it will end up as. Could end up being more expensive then just buying a 6 or 7.
