How much time should I wait

I recently bought a card on ebay.(Jan7th/06).I paid immediately(within 5 minutes).I also paid for xpress post.The seller also lives in Canada.No card yet.That is 10 business days.I have never had anything within Canada by xpress post take this long.I sent the seller two emails.No replies to either.Now I really do not mind waiting if some one is letting me know there is a problem.But two email with no response.No card by xpress post in two weeks.I am getting nervous.With that all said could someone please LMK what I need to do if the card does not arrive even next week and I try getting my money back from pay pal.I have never done that.I am already out $28.59 to a seller in New Jersey that cashed my money order and I received nothing.This happened back in Nov. of 2005.Any suggestions or help would be greatly appriciated.Thanks,Winston.
 
I'd send him one more email saying that if he doesn't respond within 24 hours, you will file a chargeback. Also, if you paid for Xpresspost and it's not there yet, I would ask for a FULL refund in shipping (that is if he finally responds to you). It's easy for the seller to get a refund from the post office, I have done it a few times when Xpresspost was late. You pay for the "speed" of the service, and it's obviously lacking.
 
One other thing to note here is that if you paid that fast I suspect you paid before you received an invoice, or off the automatic one that sellers often issue, and it isn't out of the question that between the time the seller listed the item and the time it closed, he became indisposed. I know this is a long shot, but I never pay for an ebay item before receiving an invoice, just in case something has happened to the seller, and my money gets sent into oblivion. If that is the case a chargeback will rectify it, but it might be a precaution worth taking on future purchases.

This is a very good point that I really never ever gave in thought too.And I will remember that.The person did reply last night and everything has been cleared up.I hope.Thanks for taking the time to respond,Winston.
 
Good morning to you.I did not realize that about Canada Post and Xpress post.I will remember that since their mail to the US seems like it takes forever even though they advertise 5-7 days for xpress post.The person did finially reply last night and I am hoping that everything has been cleared up.
