I guess this is an abnormality

This one baffles me. I'm usually able to pick these up between $5-10. Occasionally they sell for $15 and I let them pass. What the heck happened here:

Yea,I noticed that too. Kinda makes you think cuz theres 3 in ebay stores with BIN's of $15, $20, and $25
