I think that would involve a separate agreement between ITG and Hockey Canada, which from what I have seen in the Crosby set photos of him in the Canada uniform, does not appear to be in place as the Team Canada logos are omitted.

I think ITGs only league licenses are CHL and AHL, not Hockey Canada (or IIHF) or NHL.

Yeah, that's what I figured. It might be worthwhile for ITG to get the international liscense, especially with the Olympics around the corner.
