Looking for direction on Canada-US shipping

Hey there hobby peeps, Joe P here again. As we try to navigate the minefield that is cross-border shipping now, I'm looking for advice from anyone who has real world experience shipping from Canada to the US in the present day. I recently won a Canadian-based Ebay listing for friend and HI's resident Chelios collector Jim Kinney because the seller was requiring shipping via Fedex to the States to the tune of $50 Cdn. I said I'd try to win it and get it in here myself, and well...it's here now. So now what?

I want to get the card to Jim; is that feasible now without costing an arm and a leg? How? I know Canada Post has cracked down on sending non-paper materials to the States and making us send them as Small Packets; what about other carriers like UPS? Will this card get flagged for costly duties and fees even if declared with a very moderate price? (the card came in at less than $20 Cdn) I have no problem holding it for him for the immediate future if there's a chance any of this could blow over or I could add more cards to bundle to Jim. But otherwise, I want to get it to him without breaking the bank too badly or hurting him on the receiving end. If Canada Post is the best option for that, so be it, I have no problem sending Small Packet. But is it? I have experience shipping to the States, but the last time was a few months ago. The world has changed, and I just need to know how much. Thanks in advance, and any feedback is welcome.
