Thanks to everyone who posted above, I really thought it was MIA for good.
Update:
The card actually arrived today(a month later). The tracking number doesn't even register on their website anymore, it just says: "Duplicate pin," with no other info, including the previous updates that at least showed it was still in Quebec. RM requires a signature, but I never had to sign for it, was just left in my mailbox. I already received my refund and there's no proof at all that it was delivered, makes me shake my head. Feels like a dangerous time to be a seller if this is happening to others. I've already contacted the seller to notify him that I now have the card and am on hold with Ebay CS to find out how I can resend payment. The seller wants me to message him my paypal address for an invoice, but I'm 99% sure paypal will either block the message or possibly even suspend/ban our accounts since it will look like we are trying to make a deal directly.

Seller refuses to call or even text me with his paypal address so I can pay him. He has my number from filing the CP claim, but I don't have his so I can't send him my info from my end. He has almost 10,000 feedback on Ebay yet he claims he doesn't have a cell phone or the ability to send texts?? From a business prospective is that even possible in this day and age? As much as I want to keep the card, this transaction has gone off the rails so I'm sending it back to him. I did talk to Ebay CS, but since the case was closed, they said they cannot help and will not pass along paypal info to either party.
