The guy has a feedback of one and his bid activity is 100% with the seller. It feels funny, but it could just be a legitimate new buyer.. What do you guys think?

That's your answer right there. Snipe what you're willing to pay. If he is shilling, and beats you, then he gets to keep it. If he's shilling and you win, you paid a price you were willing to pay. Unfortunately these days I imagine most auctions are shilled, so sniping your price is the only real defence.
