Paypal Error for eBay payment??

I recently attempted to send payment for an eBay transaction. After I enter my Paypal password, I get this message:

Your request could not be processed at this time

We were not able to process your payment due to the seller's PayPal payment receiving preferences.

Please contact the seller for other payment options.

Anybody know what might be the cause for this? I've sent this same seller payment several times before without any issue. I've sent a message to the seller asking if he knows what the problem may be, but I thought I'd check here as well to see if anyone else has run into this error?

I am trying to send a HI member payment and this is the error that I am being shown.All I am doing is copy ans paste his ID.Thanks,Winston.

Sometimes paypal can be really screwy. I bought a shield one time, and paypal wouldn't let me pay the whole shot at once. Kept sending me a message that I had exceeded my spending limit, and that I had to get verified. I'd already been verified for over 7 years!!! So I ended up phoning them, as the email responses I was getting were getting me nowhere. Long story short, they had no idea why I was getting that message, and just reset my account. No problems since. I would highly recommend phoning them instead of just trying email.
 
What I just did was rater than copy and paste.I entered the ID by hand and it worked.That was after about 10 tries at copy and paste.Good luck to you.Thanks,
