PSA grading service question

I have a question about PSA grading services. I am a beginner in grading services and it will be the first time that I will use PSA.

When they say "For Cards Valued Under $500 Each" or "Valued Under $100 each" for the grading service, does the 100$ mean the BV or the value that you declare on the form or something else?

It's the value that you put on the submission form for insurance purposes.
